Technical Assistance

Technical Assistance is provided to the project by both ADB and the WHO and financed by the regional Pooled Fund. ADB-recruited international consultants have regional coverage in their specialty (see below) and World Health Organization (WHO) specialists are based at the respective countries’ WHO Representative’s offices, following a Project Implementation Agreement signed between ADB and WHO. Some WHO specialists have also a regional coverage (such as for dengue and parasitic diseases)

Regional Pooled Fund

To facilitate the flow of funds for regional activities, $4.3 million, or 11% of the project funds, are administered by ADB as a regional CDC fund for regional collaboration. This fund covers expenditures for the Project’s regional Steering Committee, technical forums, international consulting services, regional studies, cross-border activities, and the Regional Coordination Unit. ADB’s administration of the pooled regional funds is considered necessary for the efficient release of funds. The regional CDC fund will be financed from ADB’s share of the grant, on the basis of a ratio of 30:20:50 for Cambodia, Lao PDR, and Viet Nam, respectively. The contribution to the RCU and regional activities will follow this ratio, subject to country approval, except for the financing of studies, which will be decided individually by the countries through the regional steering committee.
