Menu of the Priorities, Key Actions and Activities for Cross-border Collaboration

The Regional Coordination Unit (RCU) of the ADB Greater Mekong Sub-region Communicable Diseases Control project (GMS CDC), together with Kenan Institute Asia (KIAsia)/United States Agency for International Development (USAID) and the Ministry of Health of Cambodia co-organized the "Second Workshop on Cross-border Collaboration in Communicable Diseases Surveillance and Response among Cambodia, China PR, Lao PDR and Vietnam" in Siem Reap/Cambodia on 17-19 February, 2009. It is at this workshop that the participants developed their respective 3-year cross-border collaboration plans from which this “Menu of the Priorities, Key Actions and Activities for Cross-border Collaboration on Communicable diseases Surveillance and Response at 5 Cross-border Sites of Cambodia, China, Lao PDR and Vietnam“ is extracted.

 

The Menu is indeed a categorized list of prioritized cross-border activities and key actions - following closely the APSED objectives - that were recommended by the Cambodian, Chinese, Lao, Vietnamese and international organizations participants. Efforts were made not to duplicate with existing MBDS activities, and cross-sectoral approach was also considered with a number of non-health sectors participants invited.


This second workshop was itself building up on a first workshop (Danang, April 2008), which was co-organized by the Ministry of Health of Vietnam, RCU  and co-sponsored again by both RCU and KIAsia/USAID; and that these two workshops were themselves prepared through two respective informal cross-sectoral informal meetings gathering CLV officials of all relevant sectors, and WHO officers.

This Menu - a joint product of KIAsia and RCU (NB. the first menu was prepared by KIAsia, and this present version was complemented by RCU) - is a useful tool for any further planning and programming of cross-border activities in communicable diseases surveillance and response at the borders. We certainly encourage its use and circulation.

The 5 Cross-border Sites of Cambodia, China PR, Lao PDR and Vietnam are:

   1. Cambodia – Vietnam:
   Kampot Province (Kampong Trach District) – Kien Giang Province (Ha Tien District)
   2. Cambodia – Laos PDR:
   Stung Treng Province (Thala Boriwath District) – Champasak Province (Khong District)
   3. Laos PDR – China PR:
   Luangnamtha Province (Luangnamtha District) – Yunnan Province (Mengla District)
   4. Laos PDR – Vietnam:
   Savanakhet Province (Sepone District) – Quang Tri Province (Huong Hoa District)
   5. Vietnam – China PR:
   Lao Cai Province (Lao Cai City) – Yunnan Province (Hong He District)
