Status of the Cross-Border Collaboration activities

Main outputs from both the [ADB/KIA co-sponsored] First and Second Cross-Border Workshops, respectively in Danang and Siem Reap: the four countries (CLV+China) have agreed for cross-border site-specific 3-year action plans taking into consideration the following framework and parameters:

  1.  APSED framework and in particular core capacities (incl. necessary for the countries to abide with IHR, quarantine, etc)
  2. Existing Cross-border activities already undertaken by MBDS, KIAsia, Mahidol University and others so as to avoid duplication and fill the gaps instead.
  3. Prioritization (most urgent and needed first)
  4. Feasibility (notably considering need for TA or funding)
  5. Practicality (who will implement)

While the output may look somewhat "simple", it is actually the balance that was sought, because a too detailed plan would have likely been unrealistic, as the plan has to be cross-sectoral; and all possible players cannot be in a workshop with already 4 countries represented. The draft Action Plan agreed upon (from both sides of the border) will indeed now need to be discussed at the provincial level this time, with other sectors, streamlined and adapted, then endorsed by the provincial governor (the only one who can coordinate all sectors together). The GMS CDC Project regional Pooled Fund will then support the local meeting provincial/district authorities will organize between both sides of the border for the final consolidation of the joint 3-yeat action plan for  cross-border collaboration.
