Abt Associates Inc. is seeking a candidate for a full time position on its USAID-funded Avian & Pandemic Influenza Initiative (APII). This project aims to strengthen Vietnam’s public and private capacities to prevent, rapidly detect, and respond to avian and pandemic influenza (API) and other zoonotic threats; and to begin preparing for a possible human influenza pandemic.  

The Monitoring & Evaluation Manager, under the supervision of the Technical Director for Human Health and M&E, will develop and manage systems for the monitoring and evaluation of all project components.

Responsibilities include the following:

  • Lead the finalization of the project monitoring plan, and the development of systems for monitoring and evaluating project activities and outcomes.
  • Participate in the design of assessment protocols, questionnaires, and other M&E instruments.
  • Lead assessments, surveys, and studies conducted by the project team, including the analysis and write-up of assessments and survey reports.
  • Assist in the compilation and preparation of annual work plans and project documents, and the review of project documents to ensure that M&E indicators are clearly and accurately incorporated.
  • Assist in organizing workshops/seminars/training courses to enhance the capacity of partners in carrying out effective monitoring and evaluation.
  • In collaboration with the Project Director and technical staff, will regularly update and use the Monitoring & Evaluation Framework (MEF) to assess project performance and  make performance-based decisions.
  • Prepare and submit M&E reports to USAID/Vietnam and other stakeholders and partners on a quarterly/semi-annual/annual basis.
  • In collaboration with the Technical Director for Human Health & M&E, will oversee project reporting and data collection and quality verification, ensuring that all data collected and entered into the database are appropriate, complete, consistent, and timely.
  • On a quarterly basis, review the compiled data against the quality assurance criteria, investigating any inconsistencies at their source, and address any deficiencies directly with the person(s) responsible for their collection.
  • Summarize the results for compilation into progress reports distributed to USAID/Vietnam and partners.
  • Work as a team member to support other activities and promote institutional goals.
  • Abt Associates Inc. is seeking a candidate for a full time position on its USAID-funded TASC 3 project to Identifying and Reducing the Risk of Avian and Pandemic Influenza in Vietnam (Vietnam AI).  The Technical Specialist/ Monitor & Evaluation will be a key member of the project’s team and directly contribute to the development and implementation of the Vietnam AI’s strategy for AI prvention and outbreak response.

Skills/Knowledge Required:

  • Masters Degree in Statistics, Research, Public Health or other relevant field.
  • 3-5 years of professional experience in monitoring & evaluation, data management, report writing, research, or other relevant work is required.
  • Computer literacy in word processing, spreadsheets, database management, and statistical analysis programs.
  • Internet literacy, including email and internet search skills.
  • Professional level fluency in written and spoken English.
