Deadline: 14 February, 2011 TDR, the Special Programme for Research and Training on Tropical Diseases, co-sponsored by UNICEF, UNDP, the World Bank and WHO, invites nominations for its Scientific and Technical Advisory Committee (STAC). Six positions become vacant in January 2012. Both third party nominations and self-nominations are encouraged. STAC provides independent external review and advice on the scope, strategic planning and implementation of TDR's scientific and technical activities, which are directed to 'foster an effective global effort on infectious diseases of poverty in which disease endemic countries play a pivotal role'. STAC provides an annual report to TDR's Joint Coordinating Board (JCB), which includes a detailed evaluation of the balance and quality of TDR's portfolio of research, capacity building and stewardship activities. STAC nominees should be internationally recognized experts and leading thinkers who are involved in global health research and in research institutional management. Experience in capacity building, research ethics, research-led innovation and health policy issues are highly desirable. Members of STAC participate in an individual capacity and not as representatives of their institution or country. Functions STAC has the following functions: •Review TDR's vision, strategic functions and overall scope of TDR's portfolio from a scientific and technical standpoint; •Review and advise on the research business lines, taking into account prioritization, balance and TDR's overall comparative advantage; •Review and advise on individual areas of work with regard to objectives, focus, operational strategy, implementation, partnerships and performance, taking into account recommendations from Scientific and Strategic Advisory Committees and annual reports of the units; •Examine interfaces between TDR, the World Health Organization (WHO) and partner organizations; •Provide TDR's Joint Coordinating Board (JCB) and WHO with a continuous independent evaluation and recommendations of all TDR activities. Composition STAC members are globally recognized experts, who are regularly advising their governments and other agencies on research and health issues. The committee includes up to 21 scientists and other technical personnel who serve in their personal capacities to represent a broad range of biomedical and other disciplines required for TDR's activities. During STAC sessions, and when representing the STAC, members are expected to make an active contribution by bringing their individual ideas, experiences and points of view, which are not necessarily the ones of their home organization. Membership - nomination and duration The members of the STAC are nominated by the Director of TDR and appointed by the JCB, in close consultation with TDR's Standing Committee. STAC members are external to and independent of TDR. They cannot serve as members of any other TDR committee nor be current recipients of TDR grants. STAC members are appointed for a period of two years and extended up to a maximum period of six years, based on mutual interest and good performance, as assessed by Chair STAC and Director TDR. STAC membership is balanced with respect to gender, region and representation from developed and developing country candidates. Areas of expertise required The following areas of expertise are of particular interest to balance the STAC composition for 2012: •Social science research, including health economics •Basic biomedical research, including product research and development •Implementation research and health systems research •Science, technology and innovation Operations STAC meets at least once a year in Geneva in February. The working language of the meeting and documentation is English. No honorarium is paid to members, but full travel costs are covered and an expense allowance is provided.
